If it does then a downloaded app is the cause of the problem. The trick is to find out which one. You'll have to uninstall each downloaded app, one by one, and test the phone in normal mode between each uninstall, to see if it works OK or not. When it does then the last downloaded app that was uninstalled is the culprit.
If it still doesn’t work in safe mode, then a hard reset may be the only option.
If you keep having to do this it may be that there is a hardware problem with the phone. Is it still covered by the manufacturer’s 12 month warranty? If so you may have to make a claim for a manufacturer’s warranty repair or replacement.
