Does this occur on any of the different water levels available?

Does it also occur on the rinse cycle, you didn’t say?

If it does I’m wondering if the [https://www.searspartsdirect.com/product/skoi29hgp1-0026-110|washer timer] shown as [https://www.searspartsdirect.com/model-number/11029892990/0582/0153200.html|Control panel part #19] (click on Control panel parts diagram) is the problem.

It appears to be an electro-mechanical type of timer, so perhaps there is a problem with the contacts in the timer that are operated to enable the water inlet solenoids at the start of a cycle, or perhaps the gears are worn in the timer motor drive assembly causing it to behave erratically.
