Finally figured it out! In case anyone else has/had a similar problem, this is what I did.

1. Open the Control Panel → Sound → Speakers → Advanced

2. Un-check "Allow applications to take exclusive control of this device"

3. Open Volume Mixer

4. Unmute Chrome

5. Voila!
