I just had this issue myself. I went into the settings and reset my ps3 back to default settings which fixed the problem.  Though I understand if that doesn't work you can hold down the power button,  you'll hear a beep then a second beep then a double beep.  Let go after the double beep and you get a boot menu, pick the third option and run through the routines and it should fix the problem.
